I am working on identifying translation services (not machine translation) that can be leveraged for languages identified by the Languages & Special Needs effort. In particular, I will look to compile a list of resources/contacts available for requesting human translators:

Government

US National Virtual Translation Center (http://www.nvtc.gov) US government organization which provides "timely and accurate translations of foreign intelligence for all elements of the Intelligence Community."
Canadian Translation Bureau (http://www.btb.gc.ca/btb.php?lang=eng&cont=001) - Providing translation, interpretation and terminology services and products to Parliament, the Judiciary and federal departments and agencies in both official languages, in visual languages and in other languages, as required; Upon request, providing these services to other governments in Canada and to international organizations. So that leaves finding a competent bilingual person to do the translation. I've had success finding translators by calling language-related organizations listed in the Encyclopedia of Associations. For translations of a phrase or sentence, I've just looked up professors on the Web sites of prestigious colleges and asked them if they would be willing to help. Most have.

If you want to hire a professional translation service, TransPerfect Translations, Inc. and Technical Language Service each have folks who can handle over 100 languages. Reedfax (800-422-1337) provides translators for patents and other intellectual property documents."

To find out where a language is spoken, by how many people and what other languages it's related to, look in The World Almanac or a similar reference book. For more detailed information, look in the "Language Name Index" of Ethnologue: Languages of the World, sold in print or on CD-ROM; a prior edition is posted free on the Web (www.sil.org/ethnologue).

The interesting thing is when we design and architect a server or a dedicated server , we don't design it for Windows or Linux, we design it for both. Another idea that comes to mind is to develop a list of citizen linguists who would be willing to virtually provide services during crisis, using Mechanical Turk or other capabilities. Quality control could be accomplished through a subset of "trusted" linguists.
